Tom set up Cordis Bright because he wanted to offer a straightforward, intellectually robust and competitive research and consultancy service. The aim was to provide consultancy and research outcomes that clients could use with confidence when planning for the future. It was also important to Tom that services really were complementary to the expertise and knowledge that clients brought to the table and that the final outcomes really were greater than the sum of the parts.
“Really good consultancy isn’t a magic trick, or a gimmicky process; really good consultancy is about taking the time to understand the needs of your client, putting in real effort to come up with a robust and workable plan, then working really hard and efficiently to deliver on time what you have agreed – it may not always be showy but it works and it is probably one of the reasons why more than 80% of what we do each year is with returning customers.”
Although Tom is the Chairman of Cordis Bright he spends most of his time working on consultancy projects mainly with larger provider organisations. His work is strongly focused on business development and, in particular, mergers and acquisitions, market intelligence and strategic planning. Tom has been working long-term with a range of clients providing ongoing insight and support to assist them in achieving the strategic and operational goals they have set.
As a commentator Tom has been instrumental in the development of the Cordis Briefing which has provided challenging and insightful commentary on the development of social care and supported housing for over ten years.

Since joining Cordis Bright in 2016, Joshua has worked with clients from across adult social care, children’s services, and the integrated health and care sectors to deliver research, evaluation and consultancy support that helps drive positive change.
Examples of his work have included process and impact evaluations, strategic reviews and strategy development, needs assessments, evidence reviews, and learning support. In addition, Joshua is a regular contributor to our Cordis Briefing service, where he presents on topics including local authority finances, CQC and inspection, and the latest policy and research developments in the world of adult social care.
"My focus is on providing clients with robust and clear evidence, that empowers them to make decisions that will improve outcomes for the people that they are supporting. I believe that happens when we work closely with our clients, their teams, and the people who they support, to turn data into meaningful intelligence that improves practice and outcomes.”
Joshua’s recent projects have included:
Evaluation: Joshua has conducted a wide variety of evaluations, including the national evaluation of Barnardo’s response to Covid-19; an evaluation of the Health Foundation’s Shaping Places for Healthier Lives programme, which takes a complex system approach to improving the building blocks of health, and an evaluation of the Greater Manchester place-based approach to integrated health and care.
Consultancy: for example, Joshua supported a provider of services to adults and children with a learning disability or neurodevelopmental condition to develop their strategy for modernising and growing their services sustainable. For other providers, he has delivered data-led insights into their local care markets; helped identify potential candidates for merger or partnership; and delivered briefings to trustees and executives on the latest health and care policy developments.
Research: Joshua has conducted literature and evidence reviews, including most recently a review into the availability and best practice of employment support for young people with a learning disability and/or autism.
Needs assessments: Joshua has led multiple needs assessments, including several focused on better understanding the needs of children with complex needs, and the support available to them.
Outside of Cordis Bright, Joshua volunteers as a school governor. He sits on the data and curriculum committee and is the link governor for SEN.
Prior to joining Cordis Bright, Joshua held a number of roles in Public Affairs agencies, supporting consultations with the public and political stakeholders, including for a range of housing and green energy developments.
Joshua has a BA in Politics and International Studies for Exeter University and an MSc in Social Policy from the London School of Economics.
