At this CEO breakfast session, we will be joined by Simon Bottery from the King’s Fund, to reflect on the key announcements and impact of the Spending Review.
At a time of significant financial pressures – domestically and from abroad – this will be a timely session to discuss key announcements and what they mean for disabled people and the environment within which members operate.
The government typically uses the Spending Review to set departmental budgets for future years, including public services like the NHS, prisons, schools and transport, as well as research and infrastructure.
This will be the government’s first multi-year spending review settlement.
In 2024/25 the Spending Review has been in two phases:
October 2024: The Chancellor set out Phase 1 of the Spending Review, confirming departmental budgets for 2024/25 and 2025/26 and the financial envelope for ‘Phase 2’.
June 2025: Phase 2 prioritises delivering the government’s missions, including departments making better use of technology and seeking to reform public services. There will also be emphasis on the government’s growth agenda.

Before joining The King’s Fund in September 2017, Simon spent almost 10 years as Director of Policy at the older people’s charity Independent Age, researching and campaigning on issues including care home quality, unmet needs for care, social care funding and the social care workforce. He was vice-chair of the Care and Support Alliance in 2017.
Simon has wide experience in policy, communications and journalism, including as Director of Communications at Citizens Advice. He has also worked for ActionAid, in the commercial sector for Guinness and in BBC local radio.
