This meeting provides an informal space for CEOs to come together to share insight and intelligence on policy and regulatory issues, and to collaborate on shared challenges and opportunities through joint learning, problem‑solving and collective action.
Our current series of CEO Breakfasts creates a dedicated space for CEOs to drop in and engage with the latest policy developments, including updates from external speakers, exchange developments, explore challenges, and strengthen collaborative working. These sessions will also offer more frequent updates on VODG’s influencing activity and the issues shaping our sector.

In October, our CEO breakfast will provide an opportunity for a conversation with Sally Warren, Director General for Social Care at the Department of Health and Social Care.
The session will provide an opportunity for CEOs to find out more about Sally’s programme of work, priorities, challenges and how DHSC and can look to the VCFSE sector for solutions, good practice and partnership as we move towards a National Care Service.

Director General, Adult Social Care, Department of Health and Social Care
Sally Warren was appointed as Director General for Adult Social Care in October 2025.
Before joining DHSC in July 2024, she was Director of Policy at The King’s Fund, a health think tank. Before joining The King’s Fund, Sally had 20 years’ experience in the Civil Service. Sally was Director for Social Care at the Department of Health and Social Care, Director of Programmes at Public Health England and Deputy Chief Inspector (for social care and registration) at the Care Quality Commission. She was also Director at the Cabinet Office, leading a project on social care funding for the Budget 2017.
More recently, Sally worked at the Department for Environment, Food and Rural Affairs as Director of the Agri-Food Chain, and latterly Director of EU Exit Preparedness and Response.
