Unblocking the Systemic Challenges Between Children and Adults Services

Across VODG’s membership, we have a significant breadth of expertise in delivering support for disabled children, young people and families. We also have a national perspective on commissioning and the need to reframe discussions locally and decisions locally.

Over the last year, members have shared a wealth of knowledge on transitions – people’s experience navigating different systems, challenges around funding and commissioning, and the need for change. This builds a clear picture of the challenges that need to be addressed and recommendations for action.

This year the leadership of both the Association of Children’s Services (ADCS) and Association of Directors of Social Services (ADASS) have highlighted transitions as a key priority. There is also ongoing financial pressures on local authorities, the forthcoming shift of NHSE into DHSC and cuts to ICBs which could all impact commissioning activity and strategies for children, young people and transitional support.

These shifts provide an opportunity for VODG to bring to the fore how third sector providers can be instrumental in harnessing levers for change to address the systemic barriers to smooth transitions from children’s services to the support needed into adulthood.

Aim of the Group

  1. Understand the structural barriers: Identify the systemic challenges that prevent smooth transitions from children's services to adult services.
  2. Explore the impact: Discuss how these systemic divides and fragmentation affect
    • Children, young people and families.
    • Commissioners and providers
    • The economy and policy making
  3. Collaborative solutions: Explore strategies and best practices for improving collaboration and the role of third sector providers.
  4. Policy recommendations: Discuss how policy reforms can address these issues and improve continuity of support across age groups.
