VODG Learning and Development Professional Network Meeting | December 2026

This meeting will explore two important areas of policy and practice that can help providers strengthen their workforce capability, manage risk effectively and make the most of available development opportunities.

Following the high levels of engagement and discussion generated by a previous network session on delegated healthcare activities (DHAs), and in response to requests from members for a deeper dive into the subject, we're delighted to welcome back Rachel Yates Hoyles from Skills for Care. Rachel will be joined by Sabrina Meetaroo from Howden for a practical and in-depth exploration of the opportunities, challenges and considerations surrounding DHAs.

Together, they will examine some of the key assumptions being made about delegation, including the distinction between specific and generic delegations, the management of higher-risk activities, and the potential consequences of not delegating when appropriate. The session will also consider insurance and underwriting perspectives, helping providers ensure there is a clear understanding of the activities being undertaken, while addressing important questions around competency sign-off, accountability and responsibilities.

The second session will focus on the Learning and Development Support Scheme (LDSS), providing a clear overview of what organisations can and cannot claim, how the scheme differs from other workforce development funding streams, including the Apprenticeship Levy, and how providers can maximise the opportunities available. Delegates will gain practical insights into using LDSS effectively to support workforce learning and development, helping their organisations build skills and capacity in a challenging operating environment.

Together, these sessions will offer valuable guidance for leaders seeking to balance quality, safety and workforce development while making the best use of available resources.
