This meeting of the VODG Housing Directors' Professional Network will explore the rapidly evolving landscape for supported and specialist housing, with a focus on how providers can respond to changes in funding, regulation and practice.
The session will begin by examining the practical implications of supporting carers within housing, using insights from Harry’s Pledge to highlight opportunities for organisations to strengthen their approach to tenants and workforce alike.
We will then turn to the updated Housing SORP, considering what the changes mean in practice for housing and support providers, and how teams across housing and finance functions can work together to respond effectively.
A combined expert session will bring together the latest developments in capital funding and the Supported Housing Regulatory Oversight Act, offering a joined-up view of how policy, funding and delivery models are shifting — and what this means on the ground.
The session will conclude with a peer-led discussion, giving attendees the opportunity to share experiences and approaches to funding, risk and regulation, and to learn from others across the network.
This meeting is designed to provide practical insight, strategic context and space for peer exchange, supporting members to navigate change and plan with confidence.

Partner, Trowers & Hamlins
Jessica specialises in all aspects of public sector housing, advising on key legal issues in relation to vires and structuring, public sector development and has particular experience in public sector funding arrangements.
Jessica has advised Homes England and Greater London Authority's affordable housing programmes since 2015, including the new Social and Affordable Homes Programme 2026 – 36. She has also been instructed on a wide range of bespoke grant funding agreements between public authorities and third parties (e.g. community housing, Right to Buy receipts, modular housing, infrastructure funding) as well as decarbonisation funding programmes such as the Social Housing Decarbonisation Fund, the Heat Network Fund, Warm Homes: Local Grant. Her work spans the development of template funding agreements, review and negotiation and State Aid / Subsidy Control compliant structuring.
More widely, she has advised both local authorities and housing associations on a wide range of social housing projects including in relation to local housing companies, corporate and contractual joint ventures, consortiums and other partnerships and direct delivery arrangements. In this role she has provided in-depth advice on structuring, regulation and governance including in relation to vires (powers), statutory consents, state aid / subsidy control, governance and local authority accounting rules. Clients have included Hyde Housing Association, Camden Council, Lewisham Council, Citizen Housing, Harlow and Gilston Garden Town, Canterbury, Islington, South Kesteven, Southwark, Stoke-on-Trent, St. Albans, Wokingham and Wolverhampton.

Partner, Trowers & Hamlins
Kyle works with housing associations, charities, local authorities, NHS Trusts and private sector clients on a huge range projects relating to site acquisition, development, refurbishment, regeneration, financing, management and sales.
These include acquisitions of new build and existing residential and mixed use sites and health and social care sector projects.
Kyle also co-heads the health and social care team and focusses on the intersection of accommodation and care provision in that role.
He acts for commissioners and private and not-for-profit operators on a wide variety of projects and joint ventures in health and social care including development (hospitals, care homes, extracare and supported housing), business and asset sales, local authority outsourcings and contract structures for the provision of care and support services (both bilateral and multi-party/consortium) arrangements.
Kyle also has a detailed understanding of the CQC regulatory regime which he applies to his project work and uses to provide advice and training to clients.

Liz joined MHA as a Partner in January 2020. Liz has a wide ranging portfolio of clients and enjoys advising on a variety of matters affecting businesses.
She is a fully qualified accountant with over 20 years of experience and an impressive range of specialisms extending from property to technology sectors. She supports businesses that operate on a local, national and international scale, including working with overseas companies to establish subsidiaries here in the UK. As well as working with commercial clients, she is a member of the Not for Profit team and works with many charitable organisations.
Liz also holds several positions within the Milton Keynes community. She is a Director of Biztech Technology Forum. She is also a member of the MK Business Council and she provides financial guidance to the board of Destination MK. In 2015, Liz received the inaugural Women Leaders MK Award for Professional Services.

Chief People and Governance Officer, Amplius
Lynn has worked in the housing sector for over 30 years in a variety of leadership roles, with over a decade of experience at an Executive leadership level. She has a wealth of experience leading a broad range of operational, customer-facing, and corporate services.
Lynn is responsible for People and Organisational Development, Governance, Risk, Compliance, and Communications and Marketing.
A huge part of Lynn’s career has been focused on cultural transformation and organisational growth and development. She has a proven track record in improving organisational performance, embedding inclusive cultures where people can thrive and perform at their best. Lynn is passionate about delivering a great colleague experience and driving exceptional levels of customer service.

Senior Associate, Trowers & Hamlins
Nez has worked on a wide ranging variety of residential developments whilst also advising on government funding arrangements.
Working regularly with both private and public sector bodies, Nez has been able to apply his knowledge of government funding into the large scale property developments. In addition, Nez has experience of working on conditional land agreements, overage arrangements and development finance for projects throughout the UK.
